The Minneapolis VA Healthcare System requires Legionella testing sampling services in accordance with the draft Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. Background The Minneapolis VA Healthcare System is seeking vendors to provide Legionella testing sampling services as part of a sources sought/proof of capability solicitation. The goal of this contract is to ensure compliance with health standards regarding Legionella bacteria in water systems, as outlined in VHA Directive 1061 and the EPA Safe Drinking Water Act regulations. This solicitation serves as market research and will not result in contract awards from this announcement. Work Details The contractor shall perform the following tasks: 1. Collect and analyze approximately 580 water samples from various locations including sinks, showers, ice machines, cooling towers, and outdoor fountains within the Minneapolis VA Health Care System campuses. Specific sampling locations will be determined by the Contracting Officer's Representative (COR) or Health Care System Point of Contact. 2. Conduct quarterly testing of hot and cold-water distribution systems for L. pneumophila, ensuring samples are taken at first draw from outlets such as faucets and showers. 3. Document water temperature, residual biocide levels, and pH at the time of sampling. 4. Allow for non-routine sampling up to 10% of total samples annually, with a requirement to sample within 24 hours of notification for non-routine requests. 5. Ensure all samples are collected in sterile containers and transported under strict chain of custody procedures to a certified laboratory. 6. The laboratory must be certified by the CDC's Environmental Legionella Isolation Techniques Evaluation (ELITE) program and must retain positive samples for 30 days. 7. Provide detailed analysis reports via email to the COR and Health Care System Point of Contact. Place of Performance Minneapolis VA Health Care System campuses.
