Background The County of San Diego is seeking quotes from qualified firms to provide two (2) Quantitative Processing Perpetual Software E-Licenses. This request is issued by the County's Sheriff's Regional Crime Laboratory, which aims to enhance its Forensic Toxicology section's capabilities in processing data from liquid chromatography tandem mass spectrometry instruments. The goal is to integrate this software with the existing Laboratory Information Management System (LIMS) for improved data handling and analysis. Work Details The contract involves providing two (2) Quantitative Processing Perpetual Software E-Licenses, specifically the SCIEX OS-MQ or an equivalent product. The software must meet the following specifications: 1. Installation capability on Windows 11 operating systems. 2. Future update capability for upcoming Windows operating systems. 3. Ability to process wiff2 spectral and chromatographic data files from SCIEX QTRAP 6500+ instruments without additional software. 4. Reporting functionality in .txt, .pdf, and .docx formats. 5. High-resolution Optical Character Recognition (OCR) compatible printouts. 6. Results table with copy/paste functionality into Microsoft Excel. 7. Customizable results table views with various number formats. 8. Internal calculations for concentration, accuracy, retention time error, peak width, area ratio, ion ratio, and signal-to-noise ratio. 9. User-defined calculations and flagging rules. 10. Color-coded confidence icons for data review. 11. Capability to produce metric plots and display chromatographic peaks and calibration curves. 12. Automatic outlier removal based on user-defined criteria. 13. Reliable peak integration algorithm requiring minimal manual intervention. Period of Performance The lead time for delivery of the software is within 30 days after receipt of the purchase order. Place of Performance The software will be delivered to the County of San Diego Sheriff’s Crime Laboratory located at 5590 Overland Avenue, San Diego, CA 92123. Bidder Requirements Offerors must submit a completed Proposal Cover Page (PC600P), Representations and Certifications form (PC601), Small-Local Business Self-Certification Form (PC610), Nondisclosure Indemnification Agreement (PC620), RFQ Questionnaire responses, and a completed Pricing Schedule as part of their quotation submission.
