This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06. This solicitation is open market / unrestricted; full and open competition, and will be competed in accordance with FAR 12, Acquisition of Commercial Products and Commercial Services. Background The Network Contracting Office (NCO-10) is seeking to purchase Reference Laboratory Services for the John D. Dingell VA Medical Center. This solicitation is issued as a Request for Quotation (RFQ) and is prepared in accordance with streamlined procedures for evaluation and solicitation of commercial products and services. The contract will be evaluated via comparative analysis utilizing an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract. Work Details The contractor shall provide reference laboratory testing services for patients enrolled in participating facilities, including: - Specimen preparation and storage; - Transportation of clinical laboratory specimens; - Microbiology cultures and stocks; - Performance of analytical testing; - Reporting of analytical test results; - Consultative services; and - Reports as required. The contractor must ensure all necessary supplies for specialized specimen collection, testing, transport, and packaging are provided. Courier services for specimen transportation must be available seven days a week with specific pick-up times outlined in the Performance Work Statement (PWS). The contractor must maintain a secured web-based portal system for electronic data interchange and provide customer service 24/7. Monthly reports detailing tests ordered, unsatisfactory specimens, tests performed, and pricing must be submitted to the VAMC.
