Background The Department of Veterans Affairs (VA) is issuing this Request for Quotes (RFQ) for NETA Maintenance and Testing Services for GE PowerVac 15KV Switchgear located at the Baltimore VA Medical Center. The goal of this contract is to ensure the proper maintenance and testing of electrical power equipment, which is critical for the safe operation of the facility. The contractor will be responsible for providing all necessary labor, tools, equipment, materials, and supervision to complete the required testing as per the Performance Work Statement (PWS). Work Details The contractor shall perform NETA Maintenance Testing and inspection services on the GE PowerVac 15KV Switchgear Lineup. This includes: - Providing all labor, supervision, materials, test instruments, and equipment necessary to perform work in accordance with ANSI/NETA Maintenance Testing Specifications (MTS), applicable ANSI, IEEE, NFPA standards, and manufacturer’s recommendations. - Conducting visual and mechanical inspections of all switchgear sections. - Cleaning and torquing all accessible bolted electrical connections. - Performing insulation resistance testing (phase-to-phase and phase-to-ground). - Conducting contact resistance testing of main bus and breaker stabs. - Performing vacuum bottle integrity testing and primary current injection testing to verify trip operation on circuit breakers. - Ensuring all testing is performed de-energized and coordinated with the VA to minimize disruption to facility operations. Period of Performance The contract period will begin on February 4, 2026, and end on February 3, 2027. Place of Performance All work will be performed at the Baltimore VA Medical Center located at 10 North Greene Street, Baltimore MD 21201.
