This is a pre-solicitation notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to award a sole source contract with a one-year base and four option years with Visible Network Labs, 8045 Flower Ct, Arvada, CO 80005, UEI: GZMTVLMJHFP9. The purpose of this acquisition is to develop and execute a Network Mapping and Intervention system for the VA West Haven Healthcare System, Epilepsy Center of Excellence. Because Visible Network Labs is the vendor/contractor that can provide the network mapping and intervention development, this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov, Contracting Opportunities. The applicable NAICS code is 541512: Computer Systems Design Services. The size standard for this NAICS code is $34.0 million. The PSC/FSC code is R408: Support- Professional: Program Management/Support. The authority for this action is FAR 6.302.1-1 Only One Responsible Source and fulfills FAR Part 5.101(a) posting requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. This is a special notice synopsizing of intent to award on a sole source basis to satisfy the requirements of FAR 5.201 and 5.203. It is the responsibility of the offeror to monitor and download amendments from SAM.gov Contract Opportunities, which may be issued to this solicitation.
