The offeror is registered and has no active or inactive exclusions listed in their Entity Record on the System for Award Management (SAM). Offerors are required to submit prior experience of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required. Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years. A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than five (5) contracts/projects. In order for an Offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects. The Offeror must provide a technical proposal that explains how the requirements in the SOW will be carried out. The Offeror must submit a valid North Carolina Marine or Building contractors Licensing.

Background The U.S. Army Corps of Engineers, Wilmington District is issuing this solicitation for the removal and replacement of mooring clusters at Holden Beach, NC. The project aims to enhance the structural integrity and functionality of the mooring facilities as part of their ongoing operations. This contract is set aside for small businesses and will be awarded to the lowest priced, technically acceptable quote. Work Details The contractor shall furnish all labor, equipment, materials, and services necessary to remove two existing mooring clusters and install two new steel pipe pilings in their place at the Holden Beach Dock Area. The specific tasks include: 1) Removal and disposal of the two existing mooring clusters off-site in compliance with state and local solid waste disposal regulations; 2) Installation of two steel pipe pilings with dimensions of 30 inches in diameter, 0.750 inches in wall thickness, and 40 feet in length; 3) Adherence to EM 385-1-1 Safety and Occupational Health Requirements; 4) Compliance with federal and state transportation laws and regulations. Period of Performance The contractor shall begin performance within 10 calendar days after receiving the notice to proceed and complete all work within 120 calendar days.
