Background The Confederated Tribes of Siletz Indians (CTSI) is seeking proposals from qualified vendors to furnish, install, and test outside plant fiber optic infrastructure as part of its broadband infrastructure deployment. This initiative aims to enhance reliable, high-capacity broadband services for the communities served by CTSI, utilizing federal broadband infrastructure funding. Work Details The selected vendor will be responsible for: 1. Furnishing, installing, and testing all required outside plant fiber optic infrastructure in accordance with industry standards and project specifications. 2. Ensuring timely execution to meet project schedules and providing necessary documentation and warranties. 3. Materials must comply with applicable codes and federal requirements, with a preference for U.S.-produced goods as per 2 CFR § 200.322 and Executive Order 14005. 4. The construction routing will follow attached engineering plans (Appendix A) and include a Bill of Materials (BOM) and Vendor Bid List (Appendix B). 5. All materials must be new, unused, compliant with industry standards, and delivered to designated CTSI sites or approved storage locations. Period of Performance The contract period will commence upon selection of the vendor and is expected to align with the project schedules detailed in the RFP. Place of Performance The work will be performed along and adjacent to Moonshine Road, just north of Logsden Road, in Lincoln County, Oregon. Bidder Requirements Vendors must demonstrate their ability to supply high-quality broadband construction materials timely and reliably. Indian preference applies as per Siletz Tribal Code § 2.019 and § 2.024; bidders must document at least 51% ownership by an enrolled member of a federally recognized tribe or provide evidence if not feasible. Proposals should include unit pricing, delivery schedules, compliance with specifications, and a statement on Indian preference in subcontracting.
