Background The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This contract is specifically for NSWCPD Department 20, which focuses on New Acquisition, Ship’s Modernization, and Sustainment on all Navy and Military watercraft. The goal of this contract is to provide non-personal services related to Hull, Mechanical and Electrical (HM&E) New Acquisition and support oversight for waterfront installations. Work Details The Contractor shall provide comprehensive support and oversight for the HM&E New Acquisition, Ship’s Modernization and Sustainment Program Waterfront Support. This includes: managing HM&E programs during waterfront maintenance periods; ensuring equipment tests are conducted/completed; providing equipment status updates with recommendations for solutions; overseeing multiple ships in various locations simultaneously; coordinating shipyard access; reviewing work plans; ensuring integration of systems; providing weekly updates to NSWCPD program office dashboards; verifying material delivery to shipyards; assisting in tracking lost materials; coordinating execution of NSWCPD test procedures; and providing a weekly waterfront status report detailing testing progress. Period of Performance The anticipated period of performance spans 5 years, including a 12-month base period followed by four 12-month option periods. Place of Performance The contract will be performed at various locations including Norfolk, VA; Mayport, FL; Bremerton, WA; Pascagoula, MS; Ingleside, TX; Portland, OR; Bath, ME; Everett, WA; San Diego, CA; Seattle WA; Pearl Harbor, HI; Philadelphia, PA; and Japan (Sasebo, Yokosuka), onboard U.S. Navy ships and regional maintenance centers.
