THIS SOURCES SOUGHT is being issued by the Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD). NSWCCD is seeking potential sources to design, build, test, document, and deliver Ultrasonic Impact Treatment and Hammer Peening of HY-100 Weldments. NSWCCD intends to issue a solicitation/synopsis in the upcoming months to meet mission requirements. Prior to issuing a solicitation/synopsis, NSWCCD is requesting information only in determining the interest in submitting quotes on this proposed solicitation/synopsis in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Performance Work Statement (PWS) is attached.

SUBMISSION OF RESPONSES

Responses shall include brief information regarding the appropriate set-aside category and the ability to provide the required products/services to meet the Government's needs and how the company will meet the minimum requirements. A cover page for the response shall be included. The cover page, at a minimum, shall include: - Company name, address, points of contact (name(s), e-mail address (es), and telephone number(s)) - Data Universal Numbering System (DUNS) number

The cover page should also include the specified, set-aside category. NSWCCD will accept only electronic submission of responses. Responses shall be sent to Michael Brodie via e-mail at michael.s.brodie7.civ@us.navy.mil. All responses shall be submitted no later than 12:00 pm on 03 February 2026. This is a request for information only and is not a Request for Quotations (RFQ) or announcement of a solicitation and does NOT constitute a RFQ. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. This Sources Sought request is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this request for information, and the Government will not compensate the respondent for any cost incurred in developing the response to this Sources Sought Request.

Background The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking potential sources to design, build, test, document, and deliver Ultrasonic Impact Treatment and Hammer Peening of HY-100 Weldments. The goal of this contract is to procure procedure development and treatment services to enhance the fatigue performance of HY-100 weldments. Work Details The contractor shall perform the following tasks: 1. Initiate Ultrasonic Impact Treatment (UIT) and hammer peening within 5 business days of receiving samples or approval of the treatment plan. 2. Complete all treatments for each batch within 2 months of receipt. 3. Ship treated weldments back to NSWCCD with proper packaging to maintain specimen integrity. 4. Submit invoices within two months after Government review and acceptance of treated weldments. The contractor must develop a treatment plan based on industry best practices for both hammer peening and UIT treatments for provided butt and tee weldments. Treatments will be applied using robotic tools powered by a magnetostrictive transducer at a 100% duty cycle for UIT and pneumatic equipment for hammer peening. Each specimen will have treatments applied to every weld toe: 2 on tee joints and 4 on butt joints. Place of Performance The work will be performed at the contractor's facility in the United States, with treated materials shipped back to Naval Surface Warfare Center, Carderock located at 9500 MacArthur Boulevard, West Bethesda, MD 20817.
