Background The County of Morris is issuing a Request for Proposal (RFP) #P26-27 for the provision of an Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), Environmental Reviews, and associated Technical Support for Housing and Urban Development (HUD) programs. The goal of this contract is to support the County's efforts in managing HUD programs effectively, ensuring compliance with federal regulations, and enhancing community development initiatives. Work Details The contractor will be responsible for the following services: 1) Development of an Action Plan (Lump Sum); 2) Preparation of the CAPER (Lump Sum); 3) Conducting Environmental Reviews (Lump Sum); 4) Providing Technical Advisement Services at an hourly rate for up to 275 hours; 5) Offering HOME ARP Technical Advisement Services at an hourly rate for up to 250 hours. Each service will be billed according to the agreed lump sum or hourly rates as specified in the proposal. Period of Performance The contract will be effective for a period of twelve (12) months from the date of award, with continuation contingent upon the availability of funds in subsequent fiscal years. Place of Performance The services will be performed in Morris County, New Jersey. Bidder Requirements Bidders must comply with New Jersey's affirmative action provisions and provide evidence of compliance with EEO regulations. They must also submit a Business Registration Certificate prior to contract award. Additionally, bidders are required to disclose any investment activities in Iran, Russia, or Belarus as per state law.
