Background The City of Colorado Springs Housing and Homelessness Response Department is seeking proposals from experienced consultants to provide technical support and assistance for federally funded housing and community development programs. These programs include the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership Program (HOME). The goal of this contract is to enhance the City's efforts in administering these HUD-funded programs effectively and in compliance with federal regulations. Work Details The consultant will provide technical assistance, project management, data management, compliance support, and reporting services. Specific tasks include: - Enhancing program efficiency and compliance - Supporting data entry and reporting in HUD systems (SAGE, IDIS, HEROES) - Assisting with budgeting, monitoring, and documentation - Drafting reports and policy updates - Providing technical assistance to staff - Project management for selected programs. General Responsibilities: - Collaborate with department staff for HUD-funded program implementation - Maintain confidentiality and data integrity - Ensure alignment with HUD regulations and city policies - Provide timely deliverables. Specific tasks under CDBG/ESG Programs include: - IDIS Entry & Draws: Full activity setup, flag resolution, draw documentation (10 hrs/month) - Closeout Support: Final beneficiary data entry (4 hrs/month) - Compliance Monitoring: Assist with desktop reviews (6 hrs/quarter) - Reporting: Draft ESG CAPER, CAPER reports (4 hrs/quarter). For HOME Programs: - IDIS Entry & Draws (14 hrs/month) - TBRA Support (8 hrs/month) - Underwriting (8 hrs/quarter) - Compliance Monitoring (3 hrs/quarter). Deliverables include accurate IDIS entries, CAPER drafts, updated policy drafts, environmental reviews, and compliance documentation. Period of Performance Base Year: April 1, 2026 – March 31, 2027; Option Year 1: April 1, 2027 – March 31, 2028; Option Year 2: April 1, 2028 – March 31, 2029; Option Year 3: April 1, 2029 – March 31, 2030; Option Year 4: April 1, 2030 – March 31, 2031. Place of Performance El Paso County, Colorado Springs. Bidder Requirements Offerors must demonstrate relevant experience with HUD funds and programs. Proposals must include a cover letter summarizing qualifications and interest; a description of relevant experience; staff/team qualifications; proposed hourly rate or fee structure; and a minimum of two references. Additionally, bidders must complete the 'Exhibit B Solicitation Qualifications' and 'Exhibit D Federal Certifications' forms.
