This is a Combined Synopsis/Solicitation Notice for commercial products and commercial services issued pursuant to FAR Part 13 conjunction with FAR Part 12. Under this notice, the U.S. Army Corps of Engineers, Chicago District (USACE) is issuing a Request for Quotations (RFQ) for: CHICAGO SANITARY AND SHIP CANAL (CSSC) FISH DISPERSAL BARRIER AHU1 CONDENSER COIL REPLACEMENT, LOCKPORT, WILL COUNTY, ILLINOIS. GOVERNMENT REQUIREMENT: This acquisition is pursuant to the provisions set forth by Part 12 of the Federal Acquisition Regulation, Commercial Products and Commercial Services. In this acquisition, the contractor shall provide Chicago Sanitary and Ship Canal (CSSC) Fish Dispersal Barrier AHU1 Condenser Coil Replacement in accordance with the enclosed statement of work. The Government requires these commercial services for 37 calendar days, per the attached scope. The Government intends to award one purchase order by the end of January 2026. Competition for this acquisition is RESTRICTED TO SMALL BUSINESSES. The applicable Size Standard is North American Industry Classification System (NAICS) Code 238220 with a Small Business size standard in dollars of $19.0M. AN OFFEROR MUST HAVE AN ACTIVE REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT WHEN PLACING AN OFFER/QUOTATION PACKAGE FOR THIS ACQUISITION. REGISTRATION CAN BE COMPLETED FREE OF CHARGE AT www.sam.gov. Electronic Data Interchange: Contractors must register with sam.gov, prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE) system. Your firm must register with PIEE in order to access the solicitation and to place an offeror in response to the solicitation. B. Technical Difficulties. Prospective vendors may experience difficulties, either because the PIEE system is not operational, the vendor has not properly registered in PIEE, or the vendor is experiencing other technical difficulties. i. PIEE Inoperable. In the unlikely event the PIEE system is not operational, and vendors are unable to access or use the system, the offeror must immediately notify the Contracting Officer and provide sufficient evidence to demonstrate the system is not operable. If the PIEE Solicitation Module indeed is down, the Contracting Officer may authorize an alternate method for offer submission, such as via email to the Contracting Officer and Contract Specialist. However, Offerors must obtain prior approval from the Contracting Officer to use the alternate submission method. Notifications and Approvals must occur prior to the submission deadline and be in writing. ii. Other Difficulties. The offeror must contact the PIEE helpdesk and not the Contracting Officer for any difficulties related to their registration or all other technical difficulties. Background The U.S. Army Corps of Engineers, Chicago District (USACE) is issuing a Request for Quotations (RFQ) for the Chicago Sanitary and Ship Canal (CSSC) Fish Dispersal Barrier AHU1 Condenser Coil Replacement project located in Lockport, Will County, Illinois. The purpose of this acquisition is to provide necessary commercial services for the replacement of a condenser coil at the CSSC facility, ensuring compliance with safety and environmental regulations. Work Details The contractor shall perform the following tasks: 1. Lock Out Tag Out (LOTO) the breaker per the Activity Hazard Analysis (AHA). 2. Disconnect electrical and control items. 3. Recover existing refrigerant from the system. 4. Supply and install a new condenser coil due to leakage at the fusion joint where aluminum is bonded to copper tubing. 5. Install new serviceable filter driers with isolation valves on both sides for future servicing. 6. Pressurize the system with dry nitrogen to verify there are no leaks, then purge nitrogen and evacuate the system to 500 microns. 7. Charge the system with new 410A refrigerant (government-furnished). 8. Start up the unit and test for operation, running until oil levels stabilize and adding oil as needed. Period of Performance The estimated start date for work is within 30 calendar days from receipt of Notice to Proceed (NTP), with completion required within 7 days from start date.
