Background The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for quarterly inspections, preventative maintenance, and repairs as needed for one Fulton Natural Gas Steam Boiler at the Lufkin State Supported Living Center. Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB. Work Details The contractor will perform quarterly inspections, provide preventative maintenance, and conduct necessary repairs on one Fulton Natural Gas Steam Boiler. Specific tasks include: - Furnishing all labor, miscellaneous parts, equipment, tools, transportation, and services. - Conducting on-site visits for quarterly boiler inspection. - Draining the boiler through the blowdown valve. - Opening all fire side access (doors & plugs) and waterside access (manway & handholes). - Brushing tubes to rear vacuum and cleaning debris from the boiler. - Cleaning the water side of the boiler by removing sludge and loose scale. - Inspecting shell and tube surfaces for signs of corrosion or scale formation. - Removing plugs from low water cutoff equalizer crosses to remove loose scale. - Cleaning low water cutoff head float chamber and reinstalling with new gasket. - Inspecting low water probe wire for overheating. - Reinstalling handhole and manway covers with new gaskets. - Replacing all fire side gaskets and closing the boiler. - Conducting combustion tests and reporting deficiencies found to the customer. Inspections are scheduled for March, June, September, and December. Period of Performance The anticipated contract start date is upon award. The contractor shall perform services Monday through Friday between 8 a.m. and 5 p.m. Central Time. Place of Performance Lufkin State Supported Living Center, 6844 North Highway 69, Pollok, TX 75969. Bidder Requirements Bidders must have a minimum of 5 years relevant experience in performing similar services. Personnel assigned must also have at least 5 years relevant experience. Required licensure includes HVAC certification through Texas Department of Licensing and Regulation (TDLR). Bidders must provide a minimum of three verifiable references for current or previous contracts of similar size within the last 5 years.
