The awarded contract action is for services and incidental material for which the Government has solicited and negotiated with only one source under the authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the services described above require substantial initial investment and pertinent data. The determination made by the Government to not compete this contract action was based upon responses to the previously published Pre-Solicitation Notice, posted 08 May 2025.
